MINUTES OF THE MEETING OF ABENBURY COMMUNITY COUNCIL HELD ON 8th FEBRUARY 2016 AT ABENBURY COMMUNITY CENTRE
PRESENT: Councillor R Squire (in the Chair), Councillors TAG Williams, A Reeves, R G Lowden, I Squire, R Jones and S Clutton

Minutes of the meeting held on the 11th January 2015 were confirmed and signed as a correct record.
70 MATTERS ARISING
The Clerk had had a follow up email from the North Wales Wildlife Trust supporting the request made at the meeting to identify possible sites to be sown with native wild flowers. The Trust had also confirmed that the seeds used were guaranteed to be of UK provenance.
The Clerk also updated the Council on the Interactive Speed sign on Cefn Road which had been delivered and should now be erected by the end of February.
The Clerk further reported that in the absence of Cllr Russell that Cllr Morris had agreed the siting of the bins which had been ordered and were due to be delivered to the Chair early March.
The Chair referred to a meeting he attended with the Clerk and Cllr Morris regarding the Community Centre. As reported the school had moved out and accordingly the County Council would no longer support the Centre. A number of options were available including the Community Council taking responsibility or financially supporting a voluntary group. Members were generally against taking on the financial burden particularly with the very limited use by the Community and the fact that there was a nearby alternative at Pentre Gwyn.
After some discussion it was agreed to circulate a newsletter inviting local residents to express interest in forming a Management Committee and to defer any decision on financial support until the next meeting when Members could report on any feedback from local people.
It was further agreed to make a gift of £100 worth of M&S vouchers to the Caretaker who would be being made redundant as a result of the decisions of Wrexham, to reflect the excellent support the Council had received from the Caretaker.
In relation to meetings of the Community Council post closure the Clerk reported that it was probably possible to use the Redwither offices.
71 POLICING MATTERS
PCSO David Jones presented the crime report for the Holt ward for January. During the month there had been 16 crimes and 1 ASB. There had been 2 burglaries, 4 burglary other than dwellings, 5 assaults, 1 theft and 4 cases of criminal damage.
The case of ASB was a report of “boy racers” on the Industrial Estate link roads.
He suggested that residents should assess and invest in home security as burglaries were on the increase. He also suggested that evidence such as photos or videos were always helpful in securing convictions. He also gave an update on the broken window at the Community Centre where by it was not possible to identify the culprit.
72 FINANCIAL MATTERS, PRECEPT AND ACCOUNTS
The following payments were authorised:
Wrexham CBC – Street Lighting Maintenance – £24.85
Broxap – Litter bins – £453.60
The Clerk said that he would not send the cheque until the bins had been delivered.
Bank balances were as follows- Current Account – £28,622.04 and Reserve Account £5,474.07
SERVICE LEVEL AGREEMENTS
Members also considered and AGREED to extend the SLA with Wrexham CBC for the Inspection and Maintenance of the play areas in Abenbury at the cost of £1067per annum.
The Clerk reported that he had received an update on the figures he had used in the Precept report on the level of the limit for section 137 which had increased to £7.42 per elector.

75 MEMBERS REPORTS
Cllr Clutton referred to the junction of Redwither and Erlas lanes
and that she had seen suggested improvements which she
thought would improve the issues.
Cllr Williams asked about the subsidence on Bridgeway East and
West which he had asked about at the last meeting. The Clerk to
